ARKANSAS DEPARTMENT OF TRANSPORTATION - STATE HIGHWAY COMMISSION: National Scenic Byways Program 2022 Grants & Technical Assistance Notice Of Funding Opportunity Available

Arkansas Department of Transportation - State Highway Commission issued the following announcement on Mar. 21.

The purpose of this is to notify you that the Federal Highway Administration (FHWA) National Scenic Byways Program (NSBP) 2022 Grants and Technical Assistance Notice of Funding Opportunity (NOFO) is now available. Applicants are strongly encouraged to complete and email a Letter of Intent form to scenicbyways@dot.gov no later than 4:00 p.m. EDT on Monday, April 4, 2022. All applications must be completed online and submitted electronically on grants.gov by 11:59 p.m. on Monday, May 16, 2022.

Overview

The Department of Transportation Appropriations Act, 2021 (Public Law 116-260), enacted on December 27, 2020, appropriated $16 million in Highway Infrastructure Program (HIP) funds for the NSBP under 23 U.S.C. 162. The Consolidated Appropriations Act, 2022, enacted on March 15, 2022, appropriated an additional $6 million, making up to $22 million available in HIP funds for the NSBP. Under 23 U.S.C. 162(b), grants and technical assistance are to be made available to States or Indian Tribes to (a) implement eligible projects on highways designated as National Scenic Byways or All-American Roads (America’s Byways®), State scenic byways, or Indian Tribe scenic byways; and (b) plan, design, and develop a State or Indian Tribe scenic byway program.

NSBP 2022 Grants NOFO Overview Webinars

FHWA’s Office of Planning, Environment, and Realty will host two webinars, one internal for FHWA Scenic Byways POCs and one external for applicants and the interested public. Topics include an overview of the National Scenic Byways Program grants, grant funding eligibility, requirements and process for submitting a grant application, key deadlines, and next steps post award. Presenters will also discuss the role of Division Office and Federal Lands POCs, States, and Indian Tribes in the application process.
