U.S. Senators John Boozman, Tim Kaine, Maggie Hassan, and Mike Rounds have introduced the Military Spouse Hiring Act. This bipartisan legislation aims to amend the U.S. tax code to incentivize businesses to hire military spouses by expanding the existing Work Opportunity Tax Credit (WOTC) program.
The proposed act seeks to address employment challenges faced by military spouses, who often experience higher rates of unemployment and underemployment due to frequent relocations that hinder career progression.
Senator Boozman highlighted the integral role of servicemembers' spouses in supporting America's military: “Spouses of servicemembers play an integral part in the support system that bolsters America’s military.” He added that relocation makes it difficult for them to access meaningful career opportunities.
Senator Kaine emphasized the sacrifices made by military families and stated, “We owe military families a debt of gratitude and support—including when it comes to juggling frequent moves with building their careers.”
Senator Hassan pointed out the difficulties caused by frequent relocations for military family members seeking jobs: “Military families make tremendous sacrifices to help keep our country safe, secure, and free.”
Senator Rounds remarked on the challenges faced by service members' families: “Our service members and their families are willing to sacrifice so much for our country.” He expressed his support for removing obstacles hindering their financial well-being.
The legislation is cosponsored by several other senators including Jeanne Shaheen, John Hoeven, Richard Blumenthal, Rick Scott, Mark R. Warner, Kevin Cramer, Catherine Cortez Masto, Lisa Murkowski, John Hickenlooper, Jerry Moran and Tom Cotton.
Various organizations such as the Air & Space Forces Association and Military Officers Association of America have expressed their support for this initiative. Lt. Gen. Brian Kelly (Ret.), President and CEO of MOAA said: "Employing military spouses is a strategic issue with direct ties to force readiness."
Besa Pinchotti from the National Military Family Association stated: "Hiring a military spouse isn’t just good for a business; it’s good for America."
In addition to Senate action, companion legislation has been introduced in the House of Representatives by Congressmen Don Beyer, Mike Kelly, John Carter and Jimmy Panetta.
