AI task force releases new report on guiding principles

Rep. French Hill (R-AR), a member of the AI Task Force in the House, commented on the release of a new report by the task force regarding Artificial Intelligence (AI). The report includes guiding principles and policy proposals aimed at ensuring responsible AI use while addressing concerns associated with this rapidly advancing technology.

Hill highlighted the efforts of AI Task Force Co-Chairs, Rep. Jay Obernolte (R-CA) and Rep. Ted Lieu (D-CA), stating that their work "reflects the immense amount of work by the members and staff to develop guiding principles and policy proposals." He emphasized that these guidelines aim to allow American government, businesses, and households to benefit from responsible AI use while managing known and potential issues.

He noted that AI can improve efficiency in both public and private sectors, particularly in financial services where it enhances fraud detection, customer service, and reduces operational costs. Hill proposed two guiding principles for AI adoption: maintaining a 'human in the loop' when using AI-enhanced technology and requiring private sector firms to disclose how they utilize AI.

Hill further explained that company management should demonstrate compliance with U.S. laws regarding AI usage. He stated, "Company management should be able to ‘show their work’ and certify to their internal and external compliance officials that they are in full compliance with U.S. laws and regulations."

He also mentioned legislation he introduced alongside Senator Mike Rounds (R-SD), Senator Martin Heinrich (D-NM), and Rep. Ritchie Torres (D-NY). The legislation is known as the AI Innovation in Financial Services Act, which aims to establish regulatory sandboxes for experimenting with AI at various financial government agencies.

The report addresses privacy concerns related to individual data protection against illicit or fraudulent uses of AI. Hill stressed the importance of training both public and private sectors on how to avoid illegal manipulations like deep fakes or cyber thefts. He advocated for a nationwide privacy law that allows consumers control over their Personally Identifiable Information (PII).
