ARKANSAS CIVIL AIR PATROL: International Association of Emergency Managers Honors CAP

Award

Arkansas Civil Air Patrol issued the following announcement on Oct. 29.

Civil Air Patrol received three major awards for the second straight year from the International Association of Emergency Managers, which recognized the organization's response to the COVID-19 pandemic, earthquakes, hurricanes and wildfires.

The 2021 IAEM-USA Uniformed Services Auxiliary Emergency Manager of the Year is John Desmarais, CAP’s director of operations. This award recognizes an individual serving as a member of a uniformed services auxiliary organization performing emergency management as his or her primary function. Accomplishments must show not only a benefit but also a measurable impact.

Desmarais was honored for his role directing CAP’s nationwide response to 102 disasters, including the Type I National Incident Management Team that oversaw the response to earthquakes in Puerto Rico, Hurricane Laura, California wildfires and the COVID-19 pandemic.

According to the award citation, “he planned and led CAP’s support of 130 COVID-19 missions employing more than 4,500 volunteers in 50 states.” It also cites CAP’s emergency blood donor centers and COVID-19 test kit and medical site team transportation.

Desmarais also was recognized for directing all education and training programs as commandant of CAP’s National Emergency Services Academy and overseeing the operations of CAP’s NESA – Mobile Training Team.
