U.S. Senate Committee on Agriculture, Nutrition, and Forestry Chairman John Boozman recently addressed a hearing to evaluate the nominations of Dudley Hoskins and Dr. Scott Hutchins for key positions at the United States Department of Agriculture (USDA). Hoskins is nominated for Under Secretary of Agriculture for Marketing and Regulatory Programs, while Hutchins is considered for Under Secretary of Agriculture for Research, Education, and Economics.
In his opening statement, Chairman Boozman expressed gratitude to both nominees for their willingness to serve. He emphasized the challenges currently faced by farmers and ranchers, including high input costs, elevated interest rates, uncertain trade conditions, and an ineffective farm safety net. Boozman highlighted the necessity of updated risk management tools in agriculture.
He acknowledged Secretary Rollins’ leadership in agriculture but stressed the importance of confirming her team promptly. Discussing Hoskins’ potential role, Boozman noted that the Marketing and Regulatory Programs mission area has diverse responsibilities affecting all stakeholders in agriculture. This includes overseeing critical agencies like the Animal and Plant Health Inspection Service and the Agricultural Marketing Service.
Boozman pointed out current threats from pests and diseases facing U.S. agriculture, with particular attention on Mexico’s New World Screwworm threat. He mentioned that closing the border to live-animal imports was a difficult decision made by the secretary to ensure proper protocols are in place before reopening.
Regarding Dr. Hutchins’ nomination, Boozman outlined his responsibilities as advancing scientific knowledge through research, extension, and education within USDA’s mission area. This includes managing key agencies and linking federal efforts with land-grant universities to develop future agricultural workforces.
Boozman concluded by expressing his anticipation to hear how both nominees plan to contribute to American agriculture if confirmed.
